（中央社記者余曉涵台北19日電）年金改革委員會召集人、副總統陳建仁今天表示，112年時將會檢討把勞保合併勞工退休金的可能性。
年金改革委員會今天召開「總統府國家年金改革委員會國是會議會前記者會」，說明年金改革方案（草案）。
陳副總統表示，有關勞工部分，政府將負最後支付責任，並從107年起每年撥補新台幣200億元的挹注基金。保險費率部分從107年起每年調升0.5%，並在112年時將檢討是否整併勞工退休金。
他說，如果無更佳方案，且經精算未來20年保險基金餘額不足以支應保險給付，其後每年繼續調升1%至上限18%。
陳副總統表示，未來勞工提撥金額跟費率也要增加超值推，目前勞工的費率是9.5%，但公教人員的費率則為12%，這是造成差異的地方。
陳副總統說，如果未來勞退跟勞保2個制度合在一起，勞工的退休所得就會更加健全。
陳副總統精典限量指出，這次草案中有提出勞保投保薪資上限要從目前的4萬5800元提高到4萬8500元，但由於勞資政的費率比率並無共識，因此還需討論。
政務委員林萬億也說，勞保投保薪資上限才剛調整，因此還需要再一段時間，因此不排除未來勞保投保薪資上限回到制度的運作常態。
林萬億強調，現在並無急迫性要處理勞保投保薪資上限，未來也還需討論勞資政的分攤比例。
勞動部長郭芳煜則補充，打開勞保的天花板並不需要修法，只需透過行政命令，未來會設計一項機制，只要凝聚共識就可以調升。1060119
（中央社記者楊淑閔台北17日電）日本食品輸台公聽會爆發文官受辱請辭風波。農委會主委曹啟鴻今天表示，國際處處長陳俊言已接受慰留；另總統蔡英文有指示溝通要完整。食安辦說，公聽會場次及程序將再研議。
立法院經濟委員會今天持續審查106年度中央政府總預算案關於行政院農業委員會及所屬單位預算部分，農委會主委曹啟鴻率官員列席。
曹啟鴻在會議休息時受訪指出，農委會國際處處長陳俊言今天休假，昨晚陳俊言返台後已跟他會面，接受慰留。
他並說，「蔡總統有指示公聽會有的溝通尚不完整的要完整」，應尊重人民有知的權利，所以要維護公聽會的品質，「冷靜下來、要繼續辦」；但是原訂公聽會場次要加幾場，他不清楚。
曹啟鴻還說，他認為文官是國家重要的基石，很希望是專業的人能前往參加公聽會，並能表達不同看法，這樣台灣民主才會跟著進步。
他重申，就是蔡總統有做意見表達，行政院食安辦公室就會策劃，農委會是行政院食品安全瓣公室的一份子，不是主事者，但農委副主委陳吉仲有兼任食安辦的副執行長，食安辦由農委會跟衛福部、原能會等部會共同組成、運作；也要設法維持食安辦所舉辦的公聽會的品質，包含場次會增加、過程的程序很重要。
記者另電訪行政院食安辦公室副執行長暨農委會副主委陳吉仲，「公聽會是否加場次？」他也說，場次與程序都要再研議。1051117
